Public participation in draft regulations

The participation process in drafting regulations is based on the following rules:

  • Article 133 of Law 39/2015, of 1 October (BOE-A-2015-10565), of the Common Administrative Procedure of the Public Administrations.
  • Article 26 of the Law 50/1997, of 27 November (BOE-A-1997-25336), of the Government.

With this point of access for the participation in drafting regulations, the content of the Order PRE/1590/2016, 3 October (BOE-A-2016-9121), publishing the decision of the Council of Ministers of 30 September 2016, is applied by providing instructions to enable public participation in the process of drafting regulations through the websites of ministerial departments.

 

Prior public consultation

The objective of prior public consultation is to collect the views of citizens, organizations and associations, prior to the drafting of the regulations.

Below the list of initiatives and proposals for regulations is published. This list contains the title, date of completion of the prior public consultation and the channel to provide the  contributions. The order of publication is determined by the date of publication from newest to oldest.

Hearing and public information

The objetive of the hearing and public information procedure is to colletct the views of the citizens with rights or legitimate interests affected by the draft regulation (already drafted), either directly or through organizations or associations that represent them, as well as additional contributions from other persons or entities.

Below the list of initiatives and proposals of regulations is published. This list contains the title, the date for completion of the consultation and the channel for the contributions. The order of release is determined by the date of publication from newest to oldest.
