GENERAL STATE ADMINISTRATION IN THE TERRITORY (AGET)

 

The AGET is responsible for carrying out the desconcentrated activity of the State in the territory. Government Delegates are responsible for its direction in the autonomous communities and its coordination with the administration of the autonomous communities.

Law 40/2015, of 1 october, establishes the structure of the territorial administration providing the integration of the territorial services of ministerial delegations within the Delegations and Subdelegations of the Government and Insular Directions, as well as the consequent abolition of those bodies whose services are integrated.

However, some services are not integrated based on its singular functions or its workload

The General State Administration in the Territory has an key and irreplaceable value in terms of efficiency, information and representation of the State in the territory.

GOVERNMENT DELEGATIONS

The Delegations of the Government are in charge of the direction and supervision of all the services of the General State Administration and its agencies, located within their territory (integrated and non-integrated services). They represent the Government in the territory of the Autonomous Communities. In accordance with article 154 of the Spanish Constitution: "A Delegate appointed by the Government shall lead the General State Administration in the territory of the Autonomous Community and coordinate it, where appropriate, with the administration of the Community ”.

Legislation

Delegations are organically attached to the Ministry of Territorial Policy, through the Secretariat of State for Territorial Policy. Within the Secretariat of State, the General Secretariat for Territorial Coordination is the body responsible for the coordination of the activity of the General State Administration in the Territory and for its assistance. The Directorate General of the General State Administration in the Territory, which depends on the General Secretariat of Territorial Coordination, is in charge of the coordination and assistance to Delegations and Subdelegations of the Government.

The following bodies depend on the Delegations:

  • Subdelegations of the Government in the provinces and Insular Directions.

  • Secretariat-General and, where appropriate, Deputy Secretary-General.

  • Functional areas to manage integrated services: Public Works, Industry and Energy, Health and Social Policy, Higher Inspection of Education and Labour and Immigration.

  • Cabinet, as a body providing support and immediate assistance to Delegate.

  • Assistance Territorial Commission, integrated by Deputy Delegates of the Goverment, Insular Directors where appropiate, the Secretary General, the Head of Cabinet, Directors of Functional Areas and responsibles for non-integrated services determined by the Delegate of the Government 

There are currently 17 Delegations of the Government, one in each autonomous community, 2 Delegations of the Governmente in the cities of Ceuta and Melilla, and 44 Subdelegations of the Government in the provinces.

The non-integrated services in the delegations of the government are territorially organized in order to better respond to their purpose and nature of their functions.

The services of the AGE in the territory have a general duty of collaboration with Delegates and Deputy Delegates of the Government in order to favor their leadership role in the territory.

The activity of all Ministries has an impact in the territority but in different degrees. Consequently, not all of them haver their own peripheric services.
